Database development also includes an element of programming. Whilst SQL is the primary way of accessing data in a database, your can vastly increase the functionality by programming. For example you can create user defined functions which can be used just like built in functions. Or you can create stored procedures or triggers - units of stored code that can be executed at will or in response to a database event.
